and consultations in advance) <\/li>\n\n\n\n<li>Land activation SP\/PKP\/KOWR &#8211; clear mechanisms of cooperation with local governments<\/li>\n\n\n\n<li>Demand support \u2013 precise, long-term and limited programs so as not to &#8220;overheat&#8221; prices <\/li>\n\n\n\n<li>PRS development and social rental without creating &#8220;enclaves&#8221; \u2013 a mix of functions and types of housing in one project<\/li>\n\n\n\n<li>PRS and leases that are needed, but high regulatory risk discourages capital <\/li>\n\n\n\n<li>simplification of planning paths (ZPI, pre-consultations), promotion of compact and coherent housing estates and high-quality urban planning<\/li>\n\n\n\n<li>&#8220;Premises for land&#8221; \u2013 a conceptually attractive option, but in practice blocked by lack of trust and competition for the same land, it is necessary to clarify the rules <\/li>\n\n\n\n<li>Banks have appetites for financing (including land for proven entities), but the risk weights and regulations increase costs &#8211; the quality of project preparation and the stability of pre-sales are important<\/li>\n\n\n\n<li>Metro prices in relation to earnings are relatively good compared to the EU, but the barrier is the availability of credit at high rates &#8211;
